The
Plenary Meeting of the Central Committee of the Worker’s Party of Korea, which
has been convened in an important period, when our Party and revolution are
greeting a turning-point in their development, has been held successfully amid
high political enthusiasm of all the participants.
The Plenary Meeting discussed
and decided on the important issue of simultaneously carrying on the economic
construction and the upbuilding of the nuclear forces as required by the
prevailing situation and the developing revolution.
Along with this, the meeting
discussed the issue of personnel affairs to be submitted to the Supreme
People’s Assembly for and the issue of recalling and electing some officials in
the central leadership body of the Party.
This Plenary Meeting has set up
a new, historic milestone in safeguarding and adding lustre to the undying
exploits the great President Kim Il Sung and General Kim Jong Il performed in
building a nuclear power and in hastening the building of a thriving socialist
country.
Believing that the meeting has
made thorough and satisfactory discussions about the agenda items, I would like
to stress some important problems in carrying out the Party’s strategic line of
simultaneously carrying on economic construction and the upbuilding of the
nuclear forces.
First of all, we should have a
correct understanding of the Party’s intention of putting forward this
strategic line.
Our Party’s line is not a
temporary countermeasure taken to cope with the rapidly-changing situation, but
a strategic line we should permanently hold fast to in view of the supreme
interests of our revolution. It is also the absolutely righteous line that can
make our people enjoy all the benefits of a nuclear power and socialism.
By advancing this line the
Party intends to make our possession of self-defensive nuclear weapons
permanent against the reckless nuclear threat and aggressive moves by the
imperialists and their vassal forces, and, on the basis of this, achieve the
decisive victory in the building of an economic giant.
All officials, Party members
and other working people should have a firm conviction in the justness of our
Party’s line and turn out as one in the effort to implement it full of
confidence in sure victory.
By concentrating all our
efforts, we must bring about a decisive turn in the building of an economic
giant.
Now the enemy are afraid of our
satellite and nuclear weapons; what they are more afraid of is our acceleration
of the building of an economic giant and the improving of the people’s standard
of living on such a level that the people shout “Long live the Workers’ Party!”
from the bottom of their hearts.
Now that our country has become
a fully-fledged nuclear state, favourable conditions have been created for us
to concentrate funds and workforce on the campaign for the economic
construction and the improving of the people’s standard of living by relying on
the powerful war deterrents.
In the effort to build an
economic giant, we must gear all our work to making maximum and effective use
of the foundations of the self-supporting economy laid by the Generalissimos to
normalize production on a high level and fully satisfy the material and
cultural demands of the people.
Officials, Party members and
other working people must have a firm confidence in sure victory and an
extraordinary determination in the face of manifold hardships and trials, and
wage a bold offensive, a nationwide decisive campaign, thus working miracles
and innovations in all sectors of the national economy.
Strengthening without letup the
self-defensive capabilities with the nuclear forces as the backbone is a sure
guarantee for defending the rights of our nation to independence and existence
and for achieving national prosperity.
So long as the nuclear
blackmail and threat of aggression by the imperialists persist, we can never
weaken our nuclear armaments and must continue to develop the Juche-based
atomic energy industry even if one generation may be replaced by another and
whatever the change of the situation.
As our nuclear power is further
strengthened, all service personnel and other people should not rest on their
laurels, but further prepare themselves politically and ideologically, and when
the day of life-and-death battle arrives, they must win final victory in the
anti-US showdown on the strength of the great unity between them.
By enhancing their functions
and role, Party’s organizations must dynamically enlist their members and other
working people to the implementation of the Party’s line of simultaneously
carrying on the economic construction and the upbuilding of the nuclear forces.
The main spirit of the current
Plenary Meeting of the Central Committee of the Party is that we must win final
victory in the anti-US showdown and in the building of a thriving socialist
country through a drive of resolute attack.
Party organizations must
concentrate Party work on implementing the Party’s line of simultaneously
carrying on the economic construction and the upbuilding of the nuclear forces
and instil in their members and other working people the main spirit of the
Plenary Meeting. In this way, they can encourage all service personnel and
other people to turn out as one and proudly fight the anti-US showdown and
build an economic giant by our own efforts before the eyes of the world.
Party organizations must train
all their members to be staunch advocates of the Party’s policies and
enthusiastic fighters who devote their all to the implementation of the Party’s
lines and policies.
However severe the situation
may be and whatever difficulties we may encounter, we are afraid of nothing and
there is no fortress that we cannot conquer so long as we have the
single-hearted unity of the army and the people rallied firmly around the Party
and the absolutely correct line of our Party on simultaneously carrying on the
economic construction and the upbuilding of the nuclear forces.
The world will see clearly how
we smash the anti-DPRK schemes of the imperialists and their followers and
build a thriving socialist country on this land.
The Party Central Committee
firmly believes that all officials, Party members and other working people will
demonstrate to the whole world once again the dignity and mettle of Songun
Korea by upholding and striving hard to implement the Party’s line of
simultaneously carrying on the economic construction and upbuilding of the
nuclear forces.
